- Description
- The Department of the Treasury, FMS, intends to negotiate and award on a sole source basis with Universal Hi-Tech Development (UHD), for continued operational and maintenance support of the FMS Debt Management Service Center, Private Collection Agency Management and Control (DMSC/PMAC) system, located at the FMS Hyattsville Regional Operations Center (HROC), Hyattsville, MD. UHD will provide support and technical expertise in the areas of system data integrity, maintenance, data transfers, testing, trouble shooting, and enhancement development, testing, and implementation. UHD is the Original Software Developer, and provided the initial design, development, testing, and implementation of the baseline DMSC/PMAC system currently installed at HROC. The contract action is for a twelve (12) month period, with two twelve month option periods. Announcement No. FHQ02-RO-0509 is being issued as a Request For Proposal (RFP), and is not issued as an 8(a) set-aside. All qualified offerors may identify their interest and capability to respond to this requirement. It is critical that offerors provide sufficient detail to allow the Government to verify their ability to satisfy the requirement. Offerors are hereby notified that if your capabilities statement is not received by the date/time and location specified in this announcement, it will not be considered. All capabilities statements shall be submitted via email no later than 3:00 PM EST, 24 May 2002, with clearly marked announcement No. FHQ02-RO-0509. A written solicitation will be issued to all determined responsible offerors. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. The North American Industry Classification System (NAICS) code is 541511, with a corresponding size standard of 500 employees respectively. The company size status for this procurement shall be identified. The Government anticipates award of a Indefinite Delivery Indefinite Quantity (IDIQ) Contract to the responsible offeror whose offer provides the best value to the Government. Services shall conform to the following technical standards/requirements of the Rehabilitation Act of 1973, Section 508, as amended: 1194.21 Software applications and operating systems. 1194.22 Web based intranet and internet information and applications. 1194.23 Telecommunications products. 1194.24 Video and multimedia products. 1194.25 Self contained, closed products. 1194.26 Desktop and portable computers. 1194.31 Functional Performance Criteria. 1194.32 Information, documentation, and support requirements. Offerors must verify VETS 100 Compliance (see: http://vets100.cudenver.edu/vets100.asp), and be current in the Central Contractor Registration (CCR) database (see: http://www.ccr.gov/).
