NA PRIMARY POINT OF CONTACT for this project is: John Rodgers (817) 886.1048. ALTERNATE POC is Ruby Oringderff (817) 886.1061. ENGINEERING/TECHNICAL POC is Wayne McDonald (817) 886.1893. Indefinite Delivery Indefinite Quantity contract for Design-Build Replace Family Housing FY2003 through FY2010, Dyess Air Force Base, TexasUsing a two-phase, competitive negotiation procurement process in accordance with FAR 36.3, the Department of Army de sires to obtain Design and Construction of the project. If awarded the contract, the successful offeror shall complete the design and construction documents for each program year?s requirements and shall construct the new facilities. The contract will hav e a base year of five years with one option period up to five additional years. Contstruction duration of each task order awarded under this contract will be twelve to fifteen months. . Maximum contract value is $170 million. Minimum Guaranteed Amount is $500,000 for the base period and $250,000 for the option period. This solicitation will be evaluated under the Two Phase Design Build Process. The evaluation criteria for Phase I shall be evaluated to determine the highest qualified contractors and invit e them into Phase II for submission of Phase II proposals. The following are the evaluation criteria which shall be used in this solicitation unless modified by amendment prior to receipt of proposals: Phase I ? Experience, Past Performance, Program Manag ement Plan, Personnel, Financial Capability and Past Performance (Utilization of Small Business concerns). Phase II ? Concept Design, Project Management, Utilization of Small Business concerns and Price and Subcontracting Plan. The North American Indust rial Classification System (NAICS) Code applicable to this project is 233210, Multifamily Housing Construction, which corresponds to SIC Code 1521. The Small Business Size Standard is $27.5 Million and will be advertised UNRESTRICTED. Proposals from larg e business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. The Fort Worth District subcontracting goals are for specified percentages of the contractor's total planned subcontract amount to be p laced with the following: Small Business, 61.4%; Small Disadvantages Business, 9.1%; Women-Owned Small Business, 5.0%; Veteran-Owned Small Business, 3.0%; Historically Black Colleges/Universities and Minority Institutions (where applicable), 2.0%; and HUBZone Small Business, 2.0%. Solicitation to be issued on or about 08 March 2002. Proposals due on or about 08 April 2002. The plans and specifications hav e been placed on Compact Disk (CD-ROM) and will be provided free of charge on the issue date. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5 inch diskette, CD-ROM and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractor's responsibility to check the following address daily for any posted changes to this solici tation.
