- This is a notice of intent of the St. Cloud VA Medical Center, 4801 Veterans Drive, St. Cloud Minnesota, to award a sole source contract to the American Red Cross of St. Paul MN, for blood, blood products and related testing for the aforementioned medical center. This contract will be for the period of July 1, 2002 through June 30, 2003, with two option years. This procurement is being conducted under the authority of FAR 6.302-1 and FAR Part 12. This authority is cited and justification is based on the determination that the government's minimum needs can best be satisfied by services available from only one source. This is considered a sole source with the American Red Cross of St. Paul because of the requirement to deliver some products within one hour. Other persons may identify their interest and capability by responding to this requirement by May 24, 2002. Such qualifications/capabilities will be perused solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. This notice of intent is NOT a request for proposals. A determination by the Government not to open this requirement to competition based on responses to this solicitation is solely within the discretion of the Government. Oral communications are not acceptable and responses received after May 24, 2002 will not be considered.
