Description
The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a commercial Request for Quotes (RFQ) for drydock and repair of the USCGC OBION (WLR-65503), a 65 foot tender and her 100 foot barge. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a best value Request for Quotes (RFQ), on or about 28 May 02 with quotes due on or about 26 June 02. The RFQ will be issued via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail if requested. Send all requests via email to bhancock@mlca.uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. The standard industrial classification code is 3731 and the NAICS is 336611. All Businesses, large and small, are encouraged to submit quotes for the subject requirements. The home pier of the vessel is OWENSBORO, KENTUCKY. All work will be performed at the contractor's facility. The performance period will be 54 days with a start date on or about 9 SEP 02. The scope of the acquisition is for the drydocking, overhauling, cleaning and repairing of various items aboard the USCGC OBION (WLR-65503). Provide all labor, material and equipment necessary to perform drydock repairs including but not limited to the following Base Items: Clean and Inspect Diesel Fuel Tanks; Remove and Dispose of Fuel (up to 5000 gallons); Remove, Inspect and Reinstall Propulsion Shafts; Renew Water Lubricated Shaft Bearings; Clean and Test Grid Coolers; Remove, Inspect and Reinstall Rudder Assemblies; Preserve Barge Spuds, Spud Wells on Tender and Barge; Overhaul Allied TK 20-50 ATON Crane; Fabricate and Install New Sewage Tank; Inspect Various Deck Fittings; Preserve Ballast Tanks; Preserve Barge Buoy Deck; Preserve Underwater Body; Provide Temporary Messing and Berthing; Provide Temporary Logistics; Routine Drydocking; Reinforce Tender Bow Shell Plating; Renew Tender Potable Water Piping; Renew Tender Sewage and Grey Water Piping; Renew Barge Port Trim Tank; GFP Report in accordance with solicitation. Option items include but are not limited to the following: Welding Repairs; Straighten Shaft; Renew Shaft Sleeves; Renew Shaft Strut Barrel; Perform Minor Repairs and Reconditioning of Propellers; Rebuild Rudder Stock; Renew Rudder Lower Bearing Trunk; Renew Rudder Upper Bearing Housing Support; Overhaul Mechanical Chain Stoppers; Renewal of Spud Well Liners; Composite labor and Lay Days. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. The following Geographic Restriction applies to tender and barge: Restricted to the Western Rivers of the United States. The "Western Rivers" means the navigable portions of the Mississippi River and its tributaries above mile 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the areas of jurisdiction of Coast Guard Aids to Navigation Facilities as described in Light List Volume V (COMDTINST M16502.5) and the Tennessee Tombigbee Waterways to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the "Western Rivers," but specifically excludes unprotected or open waters such as Mobile Bay, Lake Borne, or the Gulf of Mexico. The Department of Transportation (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
