Description
The Uniformed Services University of the Health Sciences (USUHS), the Department of Defense Medical School and Health Sciences University, intends to award on a sole source basis, a contract to the Henry M. Jackson Foundation (HMJF) for the Advancement of Military Medicine, Rockville, MD, to conduct a study and review of the clinical criteria for the Centers of Excellence (COE). The contract will include the provision of all personnel (on a personal service basis), supplies, equipment, and services to include sub-contracting support, necessary to support the conduct of this study. The contract will be cost-reimbursement with an estimated value of $700,000 and the period of performance will be 24 months. This study and review is being done at the request of and funded by the TRICARE Management Activity. The purpose of this study is to review programs with the COE designation and to develop, validate and modify the COE clinical outcome data collected by participating COE programs and compare to existing clinical database. The results of the study will be used by the TRICARE Management Activity to make critical management decision that will affect the course and future of the COE programs in the Department of Defense. The results of this study will also be presented at the COE Transition Conference in spring 2004. This contract is being awarded in accordance with statutory authority permitting other than full and open competition at 10 U.S.C. 2304(c)(5), "Authorized or required by Statute." The proposed procurement is in compliance with Public Law 92-426, entitled: Uniformed Service Health Professions Revitalization Act of 1972 and 10 U.S.C 178 and 2113(j)(1)(A) which authorizes USUHS to award contracts on a sole source basis to the Henry M. Jackson Foundation.
