- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) F19650-02-Q-0008.This document and incorporated provisions and clauses are those in effect through FAC 2001-06 dated 04 April 2002. This acquisition is for Small Business Set-Aside. The NAICS is 333120 and the Small Business Size Standard is 750. The requirement is as follows: Item No. ooo1, 1 EACH, The contractor shall provide a Skid Steer Loader, New Holland or equal, Model LS 190, with the following options: Cab, Heater, Defroster, Beacon, Deluxe Seat, 84" Bucket, Counter Weights, Hi-Flow 2 Speed Transmission, HD2000 Tires, 48" Forks; Item No. 0002, 1 EACH, Loegering Combo V Blade 90"; and Item No. 0003, 1 EACH, 3 Year - 3,000 Hour Full Warranty. The contractor shall provide literature for the equal. Quotations that do not include prices for all of the Item Numbers will not be considered. Evaluation will be based on price and if an equal closeness to the stated description in line Item no. 0001. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52.212-2, Evaluation-Commercial Items (the specific evaluation criteria to be included in paragraph (a) is "Quality" and "Price"); FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (all offerors shall include a completed copy of this provision with their quote); FAR 52.212-4, Contract Terms and Conditions-Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items (in paragraph (b) the following clauses apply: FAR 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37), FAR 52.204-6, Contractor Identification Number-Date Universal Numbering System (DUNS) Number; FAR 52.232-33, Payment by Electronic Funds Transfer and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (in paragraph (b) the following clause applies: DFARS 252.225-7001, Buy American Act and Balance of Payment Program). Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
