Description

USAID/PHilippines intends to award a sole-source contract for approximately 34 months beginning on or about July 1, 2002 at an estimated $7.0 million to Louis Berger International Inc. (LBII). The contract will enable LBII to expand its provision of much needed assistance to former Moro National Liberation Front (MNLF) combatants, originally numbering 3,500, but now increased by 8,000 for a total of 11,500 combatants. The assistance will help them make a transition from being guerilla warriors to productive farmers. A successful transition will make the Peace Agreement between the Government of the Philippines and the MNLF a reality. The contract is being sole-sourced under AIDAR 706.302-70(b)(5) for the continued provision of specialized services when award to another resource would result in substantial additonal costs to the Government or would result in additional delays. In accordance with FAR 5.207(d)(xv), all responsible sources may submit to the Supervisory Contract Officer, a bid, proposal or quotation which will be considered by the agency.
