- The Virginia Contracting Activity on behalf of the Defense Intelligence Agency, request quotations in support of the attached Statement of Work for countries descriptive health, medical and environment overviews. This requirement is set-aside for the exclusive participation of Historically Black Colleges and Universities and Minority Institutions. A Firm Fixed-Price award will be issued to the offeror whose quote is most advantageous to the Government (Best Value), on the basis of technical approach, expertise / experience and cost. Technical approach and expertise / experience are significantly more important than cost. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Offerors should submit their responses IAW the directions in the attached RFQ document and the Statement of Work.
