- This modification no. 001 to the synopsis made on April 24, 2002 for 0SP300093 is to provide the following additional information on the requirement: The North American Industry Classification System (NAICS) Code is 54171, Commercial Physical and Biological Research and the size standard is 500 employees. This requirement will be procured under full and open competition utilizing FAR Part 15 source selection procedures. Award will be to the contractor that offers the best overall value to the Government. If the best overall value is offered by a non-profit organization, for-profit organization, state, city, or an educational institution a contract may be awarded. If the best overall value is offered by another federal agency an interagency agreement may be awarded.
