Description
NA NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at https://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from t he internet after solicitation issuance. Plans and specifications will be issued on Compact Disk (CD-ROM) and will be limited to 50 CDs free of charge on a first-come, first-serve basis. Paper copies of this solicitation will not be available. Descript ion of work: The solicitation to be issued is for the design, permitting, site preparation and construction of repairs, additions and alterations to buildings, roads, drainage and utility systems, and new construction of buildings, roads, drainage and util ity systems. The work will be performed primarily at facilities on Ft. Bragg, NC with limited work at Federal Facilities in North Carolina. The work may also include Federal Projects within the geographic boundaries of the U.S. Army Corps of Engineers So uth Atlantic Division. Task Orders will be issued as Firm Fixed Price Construction or Firm Fixed Price Design/Build. The contractor is required to submit a price and technical proposal. Each proposal shall contain the offeror's best technical proposal an d best price. Award will be made to the technically acceptable lowest price offeror whose price is determined to be fair and reasonable without discussion of such offers. If any factor or sub-factor is rated a NO-GO, the offeror's proposal may not be acce ptable. Pricing will not be scored. Prices submitted will be evaluated only after determination of those offerors submitting acceptable technical proposals based on the GO-NO GO technical evaluation. The technical proposal will be evaluated utilizing the f actors set forth below. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. The contract shall have three ordering periods consisting of a Base Period of no more than 12 months and two Option Periods of no more than 12 months each. The evaluation factors and significant sub-factors are as follows: (1)Constructi on - Past Performance a. Timeliness of Performance b. Quality of Performance (2) Construction - Experience (3) Construction - Management a. Effectiveness b. Rapid Response (4) Design ? Specialized Experience and Technical Competence (5) Design ? Capacity (6) Design ? Professional Qualifications (7) Design ? Knowledge of Locality. Estimated cost range of project is more than $10,000,000.00. Network Analysis System will be established on a task order by task order basis. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). This solicitation will be issued in electronic format only and will also be available on or about May 24, 2002 on the internet at htt p://ebs.sas.usace.army.mil/ Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
