Description
The National Institute of Standards and Technology intends to negotiate on a Sole Source Basis under the authority of FAR 13.106-1(b), Only One Source Reasonably Available, with the Georgia Institute of Technology, Manufacturing Research Facility (MARC), Atlanta, GA. The requirement is part of the NIST Internet Commerce for Manufacturing (ICM) project to manufacture sample data files based on the IPC 2500 Series and demonstrate the usability of those standards. The standards to be examined define manufacturing data for printed circuit board and printed circuit assembly products. The following tasks are required: (1) Provide samples files that conform to IPC 2571, 2576, and 2578. Two complete files will be submitted, one from the BOM definition used prior to a build, and one providing Genealogy information after a build. (2) Build a syntax checker (Java) and parser for each standard. Source code will be submitted by the Contractor. (3) Contribute to IPC 2577 Committee. (4) Upon the standardization of the IPC 2577, build and submit a DTD and data file. A syntax checker (Java) shall be written and the source code submitted. (5) Survey and document evidence of IPC 2570 series (PDX) implementation in industry. (6) Develop a list of potential enhancements to 2576 and 2578. (7) Submit written recommendations for enhanencourageso the following websites: webstds.ipc.org and pdxstandard.org. The Georgia Institute of Technology actively encourages adoption of IPC standards. It is a key participant in the National Electronics Manufacturing Initiative's Plug and Play Factory project and possesses state of the art facilities and equipment in its Advanced Electronics Assembly Laboratory. Additionally, the proposed contractor can meet the requirements within strict budgetary and time constraints. The period of performance is estimated to be three months. The NAICS code for this acquisition is 541710 and the size standard is 500. This is a Notice of Intent to Sole Source, it is not a request for competition. Interested parties may provide written responses to identify their interest and bona fide capability to fulfill all task requirements within the estimated period of performance. The Government will consider written responses received by the closing date of this Notice of Intent to Sole Source. A Request for Quotation is not available.
