Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Dr. Vyacheslav B. Podobedov, Gaithersburg, Maryland for services to develop, assemble, test and perform measurements with a multipass cell and a far-infrared Fourier-transform spectrometer to investigate the submillimeter and THz spectra of model chemical agents. In addition, the Government requires THz and submillimeter measurements of the pressure induced linewidths and lineshifts for water vapor lines in the far-infrared for use in atmospheric transmission modeling and remote sensing. These measurements are required over a variety of temperatures and pressures and thus require the construction of a temperature controlled single-pass sample cell. He period of performance is one year from date of award. F.O. B., Destination, Gaithersburg, Maryland. This is a sole source with Dr. Podobedov because he has extensive experience in both optical design and molecular spectroscopy and he has a specialization in Optics. He has written more than 100 publications in this area. In addition, he is familiar with the optical and mechanical design capabilities at NIST, the multipass cell optical system, and the operation of the Specac interferometer to be used in several of the tasks. Interested persons may identify their capability to respond to this requirement. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement.
