Description
NA Potential Sources Sought: Marine Location Marker (MLM), MK58, Modifications 1, NSN: 1370-01-074-0591 - DODIC L580. The Coast Guard and Navy use the MK 58 Mod 1. The marker is launched from aircraft in either day or night to mark the course of enemy subma rines in antisubmarine warfare operations. Markers may be launched from high-speed aircraft or helicopters. They can be used for any type of air to sea surface marking that are referenced by smoke and flame. A marker consists of an aluminum body approxi mately 21.78 inches in length and 5.03 inches in diameter, weighing approx 11.5 pounds. The center of gravity should be 7.93 inches from the base end of the marker. It is activated upon entry into seawater and produces yellow flame and white smoke for a minimum of 40 minutes and a maximum of 60 minutes. The marker is armed by removal of an adhesive backed metallic foil strip. A pull ring removes the foil strip. A replaceable protective cover protects the ignition end of the marker in shipping. A respo ndent must have personnel trained, skilled and experienced in handling of red phosphorous compositions that are extremely flammable and environmentally sensitive. Specialized formulation skills are necessary to meet the precise burn time ranges required f or the MK-58. Also required are unique pressing, testing and assembly equipment designed and tooled for production of very sensitive/volatile hazardous materials. Facilities must meet proper fire/explosive safety requirements, such as deluge systems, suf ficient storage and manufacturing space to meet quantity distance requirements. The Navy is the design agency for these markers. A technical data package is available for review but the Navy intends to develop a form, fit and function technical data pack age for the fiscal year 2003 requirements. Projected procurement quantities are approximately 1700 per year and expected to increase substantially. Interested companies may propose using commercially available or a modified commercially available marker, provided they meet the requirements of the performance specification. Request that companies interested in producing the MLMs respond to the sources sought no later than 03 June 2002 and identify as Marine Location Marker Sources Sought/Market Research as the subject of your response.
