- Description
- The Joint Direct Attack Munition (JDAM) Systems Program Office, Air Armament Center (AAC/YUB), Eglin AFB, Florida, plans to issue a contract to the the McDonnell Douglas Corporation, a Wholly-Owned Subsidiary of The Boeing Company, for JDAM Global Position System (GPS) receiver upgrades to comply with new security requirements and GPS signal denial threats. The Boeing Company is the current JDAM prime contractor, and has sole responsibility for design and warranty of the JDAM weapon system. Boeing is not required to furnish a technical data package to the Systems Program Office, and therefore a data package is not available to interested sources to aid in accomplishment of the receiver upgrade. The scope of this effort is to design and test an upgraded GPS receiver compliant with Selective Availability Anti-Spoofing Module (SAASM) security protocol and the addition of added signal acquisition capability in a jammed environment. An Ombudsman has been appointed to address concerns relating to this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager previously identified.
