Description
The Department of Housing and Urban Development anticipates awarding Indefinite Delivery, Indefinite Quantity contracts (IDIQ) in four general areas of support for the Office of Public and Indian Housing activities. A brief description of each of the four areas follows: 1. Solicitation No. R-OPC-22190 - Native American and Native Hawaiian Housing Technical Assistance Services. Native American and Native Hawaiian Housing Technical Assistance Services. Contractors will provide a broad range of services to tribes and tribally designated housing entities, as well as Native Hawaiian Housing agencies. These services include but are not limited to technical assistance and training in the areas of housing (e.g., general management, development, rehabilitation, occupancy, homeownership, etc), community development, economic development, loan guarantees and supportive services. 2. Solicitation No. R-OPC-22192 - Public Housing and Housing Choice Voucher Technical Assistance Services. Technical Assistance (TA) and Training Services: Contractors will provide technical assistance and training to housing agencies, especially those whose low-income or Section 8 Rental Assistance programs have been determined to be troubled or near-troubled under HUD evaluation and scoring protocols. Technical assistance activities include, but are not limited to, general management, rental and occupancy programs, physical management, rehabilitation or modernization, financial management, or any combination of the foregoing. Contractors will also provide technical assistance and outreach, to PIH grantees in relation to Resident Opportunity for Self Sufficiency (ROSS), resident services, family self-sufficiency, rental integrity/income verification, utilities and energy conservation, safety and security programs and other housing agency or resident activities. 3. Solicitation No. R-OPC-22193 - HOPE VI and Modernization Technical Assistance and Training. Contractors will provide technical assistance services in the context of the HOPE VI Program, housing developed with a mix of Public Housing and non-Public Housing financing (Mixed-Finance) and other low-income housing and Capital Fund programs managed by the Office of Public Housing Investment (OPHI). Technical assistance and training will be provided in the areas of housing modernization, including rehabilitation, development and/or demolition/disposition of Public Housing Projects, and with requirements for redevelopment of public housing together with development of non-public housing under HOPE VI. 4. Solicitation No. R-OPC-22194 - Public and Indian Housing Program and Policy Support, Assistance and Training. Contractors will provide general technical assistance to HUD offices and staff for program analysis or support services, in the areas of technical writing, process or workload analysis, policy analysis, program implementation planning, or development of training materials and presentations, among others. The solicitation(s) will be available on or about June 3, 2002 and the closing date for receipt of offers will be addressed therein. The Department anticipates the release of four solicitations, one for each of the four areas. Each of the solicitations will be a 100% Small Business Set-Aside. The period of performance for each contract awarded will be an initial base period of 24 months with options to extend the ordering period for up to an additional 36 months. The Department anticipates making multiple contract awards in each of the four areas. Potential offerors may submit separate proposals in response to one or more of the areas.
