Description
HVAC System for North Umpqua Ranger Station, Umpqua National Forest, in Douglas County, Oregon; SET-ASIDE: this is an emerging small business set-aside; to be considered a firm's 3 year average annual income must be less than $2.0 million; NAICS code 541330 size standard applies; PSC is C111; PROJECT DESCRIPTION: work includes the design of a retrofit for an administrative office building's existing HVAC system and design of associated electrical modifications, preserving existing ducting and equipment as practicable; development of design computations; preparation of working drawings, specifications, and cost estimates for development of a construction contract; design for construction cost limit of $75,000; construction phase services including submittal review, advice and interpretation, on-site inspection, report writing; SELECTION CRITERIA: the following selection criteria are listed in descending order of importance: (1) Professional capabilities; firms that demonstrate qualifications of available/proposed personnel (employees, consultants and those from affiliated firms) including professional mechanical and electrical engineers, and AutoCAD capable technicians as appropriate for the described project will be given greater consideration. Evaluation will consider education, training, registration, and overall and project relevant experience; (2) Specialized experience and technical competence, as required; firms that demonstrate technical competence completing designs for new and retrofit Heating, Ventilation, and Air Conditioning (HVAC) systems for small office buildings (under 20,000 sq. ft), one to three story, single building office structures located in Pacific Northwest climate zones will be given greater consideration; (3) Capacity to complete the work in the required time; firms providing evidence of commitment and ability to assign clearly sufficient, highly skilled personnel to accomplish the work within specified time, particularly when on short notice and when time frames to complete projects are of short duration, will be given greater consideration; (4) Firms with previous experience designing mechanical systems for Forest Service will be given additional consideration; (5) Past performance on contracts with respect to cost control of project design to remain within allowed construction budget, quality of work, and compliance with performance schedules; greater consideration will be given to firms providing positive demonstration of similar projects previously completed within required time frames, project budget and quality standards; (6) Geographic location and knowledge of the locality of the project; provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project; firms with experience working in Western Oregon geographic area performing similar services will be given greater consideration. Firms must have employees or consultants registered as professional mechanical engineers and electrical engineers in the State of Oregon; (7) Project history; firms that demonstrate experience completing designs with emphasis on energy efficiency, and retrofitting of existing HVAC equipment and systems will be given greater consideration; (8) Extent of participation of certified 8(a), small disadvantaged or women owned businesses as part of the proposed contract team; SUBMISSION REQUIREMENTS: see note 24 for general submission requirements as amended by the above, and delete the last sentence of note 24 relating to DOD; submit hard copy SF255 and SF254 for principal or Joint-Venture members no later than 3:00 p.m., local time, June 6, 2002 to Umpqua National Forest, attention: Acquisition Section, PO Box 1008, Roseburg, OR 97470; in SF255 block 1 show "North Umpqua HVAC solicitation R6-15-02-38"; if submitting as a principal or as a Joint-Venture and you are proposing associates/affiliates that are not named as a party of the joint-venture, in SF255 block 6 under the specialty column provide a description of their specific responsibilities for this project and provide a hard copy SF254 for those firms; this is not a request for proposals; personal visits for discussing this announcement will not be scheduled.
