Description
This is a combined synopsis/request for quotation (RFQ) for the solicitation of commercial items prepared in accordance with the Format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will NOT be issued. The solicitation number is H-12-02. It is the Government's intent to solicit and negotiate only with Automatic Power, Inc under the authority of 41 USC 253 (c) as implemented by FAR 6.302-1. Market research was conducted and no other vendor was found whose lantern assembly is totally compatible and interchangeable with the Government?s existing lanterns manufactured by Automatic Power, Inc. Total compatibility and interchangeability of parts and subcomponents is required in order to both fully utilize spare parts on hand and to fully utilize parts cannibalized from the existing lanterns. Provisions and clauses in effect through FAC 2001-07 are incorporated and made part of this RFQ. The applicable North American Industry Classification System (NAICS) code is 334511; the small business size standard is 750 employees. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. The acquisition is for a firm fixed price contract for the purchase of the following commercial items. Item No. 0001, 30 each, Automatic Power Model FA-249 Wide Angle Buoy Lantern with Lexan Lantern Base, 155 mm Fresnel Lens, APCL-5 Four- Place Flashchanger with four (4) 12 Volt .25 AMP Lamps set to flash 1.0 sec. "ON" and 4.0 sec. "OFF," Photocell for automatic day/night operation, cable connector, mounting hardware and Operation/Parts Manual. Item No. 0002, 30 each, Automatic Power Dual Winged Solar Array with Junction Box and two (2) P/N 4022-0138 12 Volt 5 Watt Solar Modules wired in Parallel for 12 Volts .6 AMP Output and 16/2 So Cable to Flashchanger, equipped with Bird Spikes to prevent fouling. Item No. 0003, 30 each, Automatic Power Model APB-1295 12 Volt 115 A/H Photovoltaic Battery. Item No. 0004, 100 each, Automatic Power P/N 4060-0200 12 V .25 AMP Lamp. Delivery: 120 days or less after receipt of order (desired). F.O.B.: Destination, Del Rio, TX. No drawings, specifications, or schematics are available from this agency. The following FAR clauses and provisions apply to this RFP. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2002) is incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Dec 2001) applies to this RFP and the following clauses cited in the clause apply: 52.222-21, Prohibition of Segregated Facilities (Feb 1999); 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52-222-36, Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (38 U.S.C. 4212); 52.222-19, Child labor-Cooperation with Authorities and Remedies (E.O. 13126); 52.225-1, Buy American Act-Balance of Payments Program-Supplies (41 U.S.C. 10a-10d); 52-225-13, Restrictions on Certain Foreign Purchases (E.O. 12722, 12724, 13059, 13067, 13121, and 13129); 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration (31 U.S.C. 3332). FAR Provision 52.212-1, Instructions to Offerors-Commercial (Oct 2000), is incorporated by reference. FAR Provision 52.212-2, Evaluation-Commercial Items (Jan 1999) is incorporated by reference, and the following significant evaluation factors, in descending order of importance, shall be used to evaluate offers: 1) Total compatibility and interchangeability of proposed items, including subcomponents, with current government-owned items and equipment; and 2) Price. Offerors are instructed to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items (Apr 2002), with their proposal. A copy of FAR 52.212-3 will be provided upon request. Closing date and time for receipt of offers is 14 May 2002; 2:00 p.m. Mountain Standard Time. Offerors must submit the following to be considered for award: 1) A completed copy of FAR Clause 52.212-3; 2) Unit prices for each contract line item; and 3) Proposed delivery schedule.
