Description
The Department of Defense Lock Program at Port Hueneme, CA has a requirement for Internal Locking Device (ILD), associated bolt-works and related hardware, and engineering services associated with the manufacture of the locks. The NASICS code is 332710. This is a Firm Fixed Price Indefinite Delivery Indefinite Quantity contract for a five-year duration (1 year plus 4 option years). The total estimated value of the contract is $4.8M. The solicitation will be a Request for Proposal. Offerors will be required to submit a technical proposal, a price proposal, a subcontracting / small disadvantage business participation plan, and past performance information. The ILD is a complex mechanical locking system designed primarily for Department of Defense use. Manufacture of this ILD will require strong capability in the areas of precision metal machining of stainless and aluminum, dimensional inspection of machined parts, complex mechanical assembly, high quality welding of metal components, etc. First Article and production lot inspection acceptance will be required. Inspection plans, reports and production status reports are also required. The drawings for the ILD contain data that is export controlled therefore the drawings and specifications for the ILD will be provided for review, at Port Hueneme, CA by appointment only. Award shall be made to the responsible offeror whose proposal, conforming to the solicitation, represent the best value to the government in the terms of price, past performance and other non-price related factors. Response to the request for proposal will be evaluated using technical, price, past performance and other non-price related factors. Potential offerors are hereby notified that the government may award without discussions. The contract will be provided with fixed price provisions. This procurement action is a 100% Hubzone small business set-aside.
