Description
NA This requirement is 100% Small Business Set-Aside under NAICS Code 621111. This is the Pre-Solicitation notice for this requirement. Requirement is for Physician Services (Medical Doctors and Doctors of Osteopathy) for the U.S. Army Medical Command and other federal agencies. This will be an Indefinite-Delivery Indefinite-Quantity, Multiple Award Task Order contract. Specialties, quantities, locations, prices, and work statements will be determined by task order. Locations of performance may be any Arm y or other federal medical treatment facility within the United States or overseas. Offerors may propose for only the United States portion of this solicitation, or both the United States and overseas portions. Task orders may be for personal or non-pers onal services. Orders for personal services do not require professional medical liability insurance. Contract performance period is anticipated to be 1 OCT 02 through 30 SEP 03 with four 1-year options and potentially five award-term years. Solicitation will be conducted in two phases in accordance with FAR 15.202. Written proposals will be required and evaluated for the Pre-Solicitation phase, with closing date of 20 MAY 02. Evaluation criteria is contained in the Pre-Solicitation document, available f or download at http://hcaa.medcom.amedd.army.mil/imap.htm. Any questions and answers will also be posted at that website for viewing. Any amendments to the Pre-Solicitation document will be announced on FEDBIZOPS and available for download at that websit e. The agency shall evaluate all responses in accordance with the criteria stated in the Pre-Solicitation document, and shall advise each respondent in writing either that it will be invited to participate in the second phase or, based on the information submitted, that it is unlikely to be a viable competitor. The agency shall advise respondents considered not to be viable competitors of the general basis for that opinion. Those respondents considered not to be viable competitors, notwithstanding the ad vice provided by the Government in response to their submissions, may participate in the second phase. The second phase is the Solicitation phase. Anticipated issuance date is 25 JUNE 02 with anticipated closing date of 1 AUGUST 02. The second phase req uires oral presentations anticipated on or about 12-23 AUGUST 02 at Fort Sam Houston in San Antonio, Texas. Only responsive parties participating in the Pre-Solicitation phase may participate in the oral presentations. A Pre-Proposal Conference will be h eld before oral presentations, on or about 11 JULY at Fort Sam Houston in San Antonio, Texas. Only those offerors that participated in the Pre-Solicitation phase may attend. Anticipated award date is 16 SEPTEMBER 02. See Note 1.
