NA The Government Point of Entry is amended as follows: Delete the following: Past Factor 1-1, Past Performance, Subfactor 1-1a Quality of Construction, Subfactor 1-1b Timeliness of Performance, Subfactor 1-1c Documentation, Subfactor 1-1d, Customer Satisfac tion, Subfactor 1-1e Subcontractor Management. Factor 1-2, Offeror Corporate Relevant Specialized Experience, Subfactor 1-2a, similar construction projects completed; Subfactor 1-2b Operation and Maintenance of construction projects completed, Subfactor 1- 2c, Military construction projects completed. Factor 1-3, Offeror Management Effectiveness, Subfactor 1-3a, Organizational Structure and Key Personnel, Subfactor 1-3b Quality Control (QC), Subfactor 1-3c Contract Closeout Plan, Subfactor 1-3d Subcontracti ng Plan. Performance and Corporate Relevant Specialized Experience are individually significantly more important than Management Effectiveness. Past Performance, Corporate Relevant Specialized Experience, and Management Effectiveness, when combined are e qually as important as price. Under Past Performance, each subfactor is equal in weight. Under Corporate Relevant Specialized Experience, Similar Construction Projects Completed is significantly more important than the Operations and Maintenance of Const ruction Projects Completed. The Operations and Maintenance of Construction Projects Completed subfactor is more important than Military Construction Projects Completed. Both evaluation factors are considered equal. Under Management Effectiveness, Organi zational Structure and Key Personnel are equal in value to the Quality Control Plan but both individually are significantly more important than the Closeout Plan. The Closeout Plan is more important than the Subcontracting Plan. Add Factor 1 Corporate Rel evant Specialized Experience; Subfactor 1-a Construction projects completed; Subfactor 1-b Operation and Maintenance of Construction Projects; Factor 2 Past Performance; Subfactor 2-a Construction Contractor?s (Prime) Past Performance; Subfactor 2-b O&M Co ntractor?s Past Performance; Factor 3 Offeror Management Effectiveness; Subfactor 3-a Organizational Structure and Key Personnel; Subfactor 3-b Quality Control (QC); Subfactor 3-c Construction Contract Closeout Plan; Subfactor 3-d Subcontracting Plan. Cor porate Relevant Specialized Experience is more important than Past Performance. Past Performance is more important than Management Effectiveness. Corporate Relevant Specialized Experience, Past Performance and Management Effectiveness, when combined, are equal in importance to Price. Under Corporate Relevant Specialized Experience, the two subfactors are equal in weight. Under Past Performance, the two subfactors are equal in weight. Under Management Effectiveness, Organizational Structure and Key Pers onnel, and Quality Control are equal in weight but both individually are significantly more important than the Closeout Plan. The Closeout Plan is more important than the Subcontracting Plan. Price will not be scored. Price is equal in weight to all tec hnical factors combined.
