Description
This sources sought synopsis is a tool to perform market research for Headquarters Air Force Weather Agency's requirement for the direct conversion of the Meteorological Models Branch, programming function, at Offutt AFB, NE. The Meteorological Models Branch is responsible for the current maintenance and future improvement of the Air Force's global and regional weather analysis and forecasting numerical models, which provide weather guidance to the Department of Defense and National Intelligence Communities. To accomplish these responsibilities, the Meteorological Models Branch identifies and evaluates emerging technologies, partners with outside research agencies and other weather modeling centers to develop new technologies, integrates these technologies into current operations, provides 24/7 software and operational support, and verifies model performance. The estimated quantities of work are listed in Appendix B of the Performance Requirements Document (PRD) found with this synopsis. Requirement is for 1 base year and 4 option years. Minimum of Secret clearance level needed with a minimal amount of Top Secret/SCI work required. The government is considering an 8(a) set-aside award within North American Industry Classification System (NAICS) code 541511 (size standard - $21 million). This will be decided after market research is completed and a final acquisition strategy is determined. Foreign participation is excluded. Responses to this synopsis are requested to determine interest and capability to perform this direct conversion function. Synopsis responses will be evaluated on the basis of demonstrated technical capability and past experience. Potential offerors are asked to submit capabilities packages indicating overall technical and management capabilities, and past performance. The capability package must be clear, concise, complete and submitted to the buying office and contracting officer listed no later than COB 14 May 2002. Your statement of capabilities must include, as a minimum, the following items: name and address of the firm; size standard ownership; year firm established; names of two principals to contact, including title and phone number; company profile to include number of employees, annual revenue history; office locations; DUNS number; date of acceptance into Small Business Administration 8(a) program and anticipated graduation date; resources available such as corporate management and currently-employed personnel to be assigned to the project to include professional qualifications and specific experience of such personnel; management approach to staffing this effort with qualified personnel. The staffing plan should address current hires that would be available for assignment to this effort, possible subcontract/teaming arrangements, and strategy for recruiting and retaining qualified personnel; a description of previous experience and record of previous commercial or government contracts that demonstrate your firm's ability to effectively manage or perform a contract similar in size and complexity to this requirement. Include pertinent information for on-going contracts completed within the last five years under NAICS code 541511. Pertinent information is: name of contracting activity; contract number; contract type; period of performance, total contract value, and total dollar value under the contract that the firm was actually responsible for under this NAICS code; contracting officer's name and current telephone number, and contracting officer?s technical representative (name and current telephone number). Please do not provide standard marketing brochures, catalogs, etc. Responses should reference solicitation F25600-02-R-0012. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation and no solicitation package exists at this time. The Government will not pay for any materials provided to it in response to this synopsis and submittals will not be returned to the sender. Respondents will not be contacted regarding their submission or information gathered as a result of this notice nor the outcome of the Government's review of the solicited information.
