PA Government Services, Inc., Procurement Services Agent (PSA) to Alexandria Water General Authority (AWGA) in the Arab Republic of Egypt, requests bids from U.S. firms only who can qualify through experience in providing similar equipment. The required equipment consists of: 210 portable data terminals for batch operation of meter reading, collections, and inventory; various battery chargers and docking stations; applications software; file transfer software; 6 bar code printers; bar code software; and, bar code labels and ribbons; to be furnished and delivered to CIP Destination AWGA, Alexandria, Arab Republic of Egypt. Bidder must have representation for supply of spare parts and service in the Arab Republic of Egypt. The successful bidder will sign a fixed price Host Country Contract (HCC) with AWGA. Payment will be made in U.S. dollars by USAID/Egypt through a direct Letter of Commitment. The IFB document is expected to be issued shortly after publication of this notice but not less than 15 days. Bidders will be given 30 days from the date of issuance of the IFB to prepare and submit their bids. A public bid opening will be held at the time, date and address specified in the IFB document. Late submission of bids will not be considered. Bids must remain valid and open for acceptance for a minimum of 120 days from the date set for bid opening. PA Government Services, Inc., the Government of the Arab Republic of Egypt, and the U.S. Agency for International Development encourage, and welcome in this activity the participation, to the fullest extent possible, of minorities and women both as individuals and as members of contracting or, subcontracting firms. In this respect, it is anticipated that the prime contractor will make every practicable use of such personnel and firms. USAID also encourages the participation of small business concerns and disadvantaged enterprises in this project, in accordance with FAR Part 19 (48 CFR Chapter 1), and AIDAR Part 726 (48 CFR Chapter 7). Accordingly, every reasonable effort will be made to identify and make use of such organizations. All criteria being found equal, the participation of such organizations may become a determining factor for selection. As of October 01, 2001, the Federal Business Opportunities (FedBizOpps)/(FBO) System is the official Government-wide point on entry for business opportunities for Federal agencies. Generally, the Contracting Officer will issue amendments to all those who have sent in the written confirmation of solicitation receipt.
