Description
THIS MODIFICATION ADDS: A SITE VISIT IS SCHEDULED FOR MAY 10, 2002 AT 8:00 A.M. IN THE THEATER. NO OTHER SITE VISITS WILL BE AVAILABLE. Furnish Architect/Engineering Services in the field of housing and health care for the aging, including Civil, Structural, Mechanical, Electrical, Fire Protection/Life Safety, Geotechnical, Surveyors and Title II Inspections. Services include, but not limited to: concept and feasibility studies, land surveys, field engineering investigations, on site inspections, production of design development, construction design and specifications, construction cost estimates, in support of design of an expansion of the existing campus to include an additional 200-250 blended use (independent living, assisted living and skilled care and dementia care facilities) units/apartments, each consisting of approximately 400 square feet of living space. THIS IS NOT A REQUEST FOR PROPOSAL. Firms wishing to be considered must submita Standard Forms 254 and 255 no later than close of business May 20, 2002, via Fed Ex or other commercial carrier service. The NAICS code for this requirement is 541310 and 541330 and the size standard is $4.0 million. The Armed Forces Retirement Home (AFRH-G) will evaluate each potential offeror in terms of its: (a) professional qualifications necessary for the satisfactory performance of required services; (b) specialized experience and technical competence in the type of work required, including Design for Aging Concepts to include multi-story facilities and community development, CCRC industry standards criteria,JCAHO, AHA, ASHE guidelines, energy conservation and pollution and waste control; (c) capacity to accomplish work in required time frames; (d) past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (e) location in the general geographical area of the project and knowledge of locality of the project; and (f) acceptability under other appropriate evaluation criteria. The government intends to issue a fixed price design contract for the above facility improvement project cost range being between $10 and $20 million. This is an unrestricted acquisition subject to the availability of funds: both large and small qualified business firms are encouraged to respond.
