The RAIDS are required to ensure continued operational capability of the U.S. Navy's Tomahawk Mission Planning Systems. It is intended to award a firm fixed price, indefinite delivery-indefinite quantity (IDIQ) type contract with a 36-month ordering period. Deliveries will be required within 30 days of the issuance of each delivery order. Ciprico Inc. is the only known manufacturer of the ruggedized RAIDs that are compatible with the existing hardware and software configurations. Even if a suitable substitute for the Ciprico RAIDs were identified, the necessity to standardize all of the existing Tomahawk Mission Planning Systems to the same configuration would mean excessive logistics expenditures that could not possibly be recouped by competing the existing requirement. The Government will not pay for any information received. The North American Industry Classification System (NAICS) Code 334112. The authority permitting other than full and open competition is 10 USC 2304 (c)(1). The solicitation will be available electronically at www.neco.navy.mil or by written request by letter or telefax (215-697-9738) to FISC Norfolk Detachment Philadelphia Code 02P521. See Note 22.
