- Description
- The Aircrew Systems Program Office (PMA 202) at Naval Air Systems Command (NAVAIR) intends to procure, on a competitive basis, a Mobile Aircrew Restraint System (MARS). MARS is a mobile restraint system that includes retraction and locking functions to increase crash survivability by providing improved aircrew restraint within the cabin or rotary-wing aircraft. The MARS is intended for the Navy H-60 series aircraft. Initial integration platforms are the SH-60B/F and HH-60H. The MARS also has potential application to other Navy, Marine Corps, and joint service aircraft. The MARS procurement is designated as a small business set aside under NAICS Code 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing, which has a small business size standard of 1000 employees. All responsible sources shall submit a written request to be added to the Solicitation Mailing List to the NAVAIR POC: Rose Butler via email at Butlerra@navair.navy.mil. The request shall include an email address, a point of contact, a telephone number, a fax number, and a mailing address. Interested parties included on the Solicitation Mailing List will be notified via electronic mail when draft solicitation documents will be available for review and comment, which should be on or about May 10, 2002. Interested parties may submit comments/recommendations on the draft documents, which will be considered by the agency. The date comments must be received by the agency will be determined at the time the draft documents are released for comment. A pre-solicitation conference will be held shortly after the release of the draft documents. It is intended that interested parties will be able to view H-60 aircraft during the conference. Additional details on the pre-solicitation conference will be provided to interested parties included on the Solicitation Mailing List. A final solicitation will be issued on or about July 15, 2002 and will close 30 days after issuance. The solicitation will only be made available to interested parties included on the solicitation mailing list. Notification of the solicitation release will be provided via electronic mail. All amendments will be provided to the offerors who request solicitations. All responsible sources may submit a proposal, which will be considered by the agency. See Note 1 and Note 9
