Description
NA This is a combined synopsis/solicitation for commercial performance based services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only soli citation; proposals are being requested and a written solicitation will not be issued. The request for proposal document number is DAHA23-02-R-0007 and incorporated provisions and clauses are current through FAC 02-01. This solicitation is a small busine ss set-aside under NAICS 611710. The following Statement of Objectives identifies the requirement with constraints: The Missouri Army National Guard has a requirement to provide updated initial training and refresher training for environmental coordinato rs located at approximately 72 locations across the state. Anticipated participants for initial training is approximately 125 per year, with anticipated participants for refresher training to be approximately 175 per year. The current Period of Instructi on (POI) provides 16 hours of class time for the initial course, and 3-4 hours for the refresher, and the courses are taught on location at 10 ?12 sites per year. One objective of the initial training is to include hands-on application and demonstration o f principles learned during the training. The training must minimize travel time and cost for the participants, be responsive to other training and mission requirements of the supported units and activities. Maximum funding for the current fiscal year is $56,565.00. An objective of the refresher training is to utilize MOARNG distance learning capabilities. The training must meet TRADOC standard, include a written test, and documentation of the training by providing a roster of course participants/compl etion to the MOARNG Contracting Officer Representative (COR) and a certificate to the student. The COR requires a master CD of course materials to be printed in Adobe or Powerpoint format, within two weeks of contract award. The requirement is for a Bas e Contract Year with four (4) Option years ? the option periods will be exercised based on Contractor Performance. Evaluation of contractor performance is the responsibility of the COR. The contract to be awarded to the contractor that provides a proposed Statement of Work upon review best meets the needs of the MOARNG, to include proposed evaluation factors a nd performance standards. The evaluation factors in order of importance are as follows: 1- Review of the Statement of Work provided by the contractor that best meets the training requirements within the funding limitations. 2 - resume of Key Personnel, 3- Provide 3 references that have knowledge of similar projects to inclu de name and telephone number, 4 ? Price. Awardee must accept EFT payment and provide account information. A completed copy of the provision at FAR 52.212-3; Offerors Representations and Certifications must accompany your proposal. Due date for submission is 12:00 p.m. CST 06 May 2002.
