Description
(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation is issued as a Request for Quotation (RFQ) Solicitation Number F6CE0020430800. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. (iv) This acquisition is 100% set-aside for small business. The Standard Industrial Classification Code is 8711 with a small business size standard of $4M. The associated NAICS code is 541330. (v) This synopsis/solicitation contains one contract line item number (CLIN) CLIN 0001: Price will be submitted as follows: *CLIN 0001: Cable Testing and Fault location training, 3 days. 1 X $______(Lump Sum Unit Price) = $ _________ (Total Price). (vi) Description of requirement: Contractor will be expected to provide a 3 day hands-on certification course to be conducted at Misawa AB, Japan, August 6-8, 2002, for approximately 12 students. Course should be designed as a valuable training experience for the apprentice and a comprehensive refresher for the skilled employee. This course should provide students with information on how and why cable testing is necessary. Cable construction principles of testing and evaluation of test results should be provided in detail to students. Critical information on cable testing and fault location of medium voltage cables should be covered. IEEE standards should also be reviewed and discussed. The purpose of the class is to provide students hands on learning by performing testing on medium voltage cables and locating faults with state-of-the-art equipment. Other topics should include, but not be limited to, the following: Power cable testing, laboratory on cable testing, and cable fault location. Equipment: Training of the following equipment usage should be covered: Capacitive Discharge Equipment (thumper), Time Domain Reflectometer (TDR), Hypot, Insulation Resistance Test Sets, Acoustic/Magnetic Pulse Detection and Cable Route Tracing Equipment. The contractor should stress safety in all areas. Upon completion of this course, the participant should be able to understand the principles of testing, describe the construction and the failure modes of cables, perform and evaluate results of insulation test on cable, and locate faults on underground cables using an array of equipment. (vii) The provision at FAR 52.212 1 Instructions to Offerors Commercial Items applies to this acquisition without addenda. (viii) A firm fixed price purchase order will be issued based upon the proposal determined to provide the best value based upon delivery and price. (ix) Offerors are required to complete a copy of the provision at FAR 52.212 3 Offeror Representations and Certifications Commercial Items excluding paragraph (b) of the provision (IAW DFARS 212.301(b)(2)). (x) The clause at FAR 52.212 4, Contract Terms and Conditions Commercial Items, applies to this acquisition without addenda. (xi) The clause at FAR 52.212 5 Contract Terms and Conditions Required To Implement Statutes Or Executive Orders Commercial Items applies to this acquisition. The following additional FAR clauses of paragraph (b) are incorporated: 52.222 26 Equal Opportunity, 52.222 35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era, 52.225 3 Buy America Act North American Free Trade Agreement Israeli Trade Act Balance of Payments Program, 52.232 33 Payment by Electronic Funds Transfer- Central Contractor Registration. (xii) The following cited additional FAR and DFARS clauses are applicable to this solicitation: 52.219-6, Notice of Total Small Business Set-Aside 52.246-4, Inspections of Services -- Fixed-Price 252.204-7004, Required Central Contractor Registrations DFARS Subpart 204.73 Central Contractor Registration. *NOTE: Proposals will be accepted if you are showing up in the Central Contractor Registration database as in process at the time of proposal submission. Registration must be completed at the time of award. An award cannot be made to you unless you are registered in the Central Contractor Registration database. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition. FAR Clause 52.252 1 Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full test. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the list provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer.
