Description: The request for proposal is hereby changed as follows: Delete the last sentences of Paragraph A beginning with (This request is being solicited...) and replace with following: This Request for Proposal is being solicited on an unrestricted basis. Proposals will be evaluated utilizing the selection criteria in Paragraph B, below. During the initial evaluation, the top five (5) A-E firms will be identified. Discussions will be held with these offerors after which the top three firms will be identified. Negotiations will then be conducted following procedures outlined in FAR 36.606 as supplemented by DOD, USAF, and HQ ACC if applicable. The estimated start date is 1 September 2002.
