- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) #0037382. The provisions and clauses incorporated are those in effect through Federal Acquisition Circular #2001-04. This solicitation is under the Simplified Acquisition Procedures (SAP) and is a Small Business Set- Aside. The Standard Industrial Classification Code is 421490 and the business size standard is 100 employees. This will be a Firm-Fixed price, one time buy contract. The requirement is being conducted as a Brand Name only. This equipment upgrade must be fully compatible with the existing equipment currently used in FBI laboratories. The Government intends to solicit and negotiate on a sole source basis with CDS Analytical, Inc., 465 Limestone Road Oxford, PA. 19363-0277 for the following laboratory equipment upgrade. (1 ea.) beta version of new AS2500 Pyrolysis Autosampler Head, (2 ea) Production model of tested AS2500 Pyrolysis Autosampler Head, (2 ea) AS2500 System Installation. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However, all quotes received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The following clauses and provisions are incorporated by reference and apply to this acquisition. Clauses and provisions can be obtained at http: //www.arnet.gov/far. FAR provision 52.212-1- Instructions to Offerors-Commercial Items (Oct. 2001), FAR clause 52.212-4 Contract Terms and Conditions-Commerce Items, (Feb 2002), FAR clause 52.212-5- Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items (Dec 2001). Each offeror shall include a completed copy of the FAR provision 52.212-3-Offeror Representations and Certifications-Commerce Items (April 2001). FAR provision 52.212-2 Evaluation-Commercial Items (Jan 1999). 52.215-5 Facsimile Proposals (Oct 1997). FOB-Destination Quantico, VA. Quotes shall be submitted no later than 3:00 pm EST, May 14,2002. No hand deliveries will be accepted. Facsimile quotes are encouraged and can be faxed to 202-324-0570, all quotes must include the RFQ number and name of the Contracting Officer.
