Description
The Program Support Center, Division of Acquisition Management has a requirement to compare the Office on Womens Health (OWH) National Centers of Excellence in Womens Health Program versus the Veterans Administration Womens Health Centers and a National Random Sample of Hospital-Based Centers. For this effort, the Government intends to negotiate on a sole source basis with four individuals, (1) Sara H. Scholle, Dr.PH, University of Pittsburgh, Pittsburgh, PA; (2) Carol S. Weisman, Ph.D, Ann Arbor, MI; (3)Elizabeth Yano, Ph.D, VA Greater Los Angeles HSR&D Center of Excellence, Sepulveda, CA; and (4) Margaret Seaver, MD, MPH, Boston University, Boston, MA. The purpose of this collaborative effort is to compare and contrast the organization, delivery of clinical services, and sustainability of comprehensive womens health centers, including those designated by two Federal programs, the DHHS Office on Womens Health and the Veterans Administration, and a national survey of hospital based womens health centers. Dr. Scholle as the lead investigator shall participate in conference calls to discuss and direct the study progress; cooperate in the development of the survey tool and adaptation of the interview protocol; be responsible for the data collection and analysis of the OWH data; work with Dr. Weisman to develop the sampling frame for the national survey of womens health program and be responsible for the screening process to identify the sample; participate in the interpretation of the results and in the compilation of the final report; and obtain Institutional Review Board (IRB) approval from the University of Pittsburgh. Dr. Yano, as a collaborator on this project, shall participate in conference calls to discuss and direct the study progress; cooperate in the development of the survey tool and adaptation of the interview protocol; prepare the quantitative survey tool and analyze the VA data; and participate in the interpretation of the results and in the compilation of a final report. Dr. Weisman, as a collaborator on this project, shall participate in conference calls to discuss and direct the study progress; cooperate in the development of the survey tool and adaptation of the interview protocol; work with Dr. Scholle to develop the sampling frame for the national survey of womens health programs and be responsible for the screening process to identify the sample; and participate in the interpretation of the results and in the compilation of a final report. Dr. Seaver, as a collaborator on this project, shall participate in conference calls to discuss and direct the study progress; cooperate in the adaptation of the qualitative interview protocol and the development of the quantitative survey tool; direct collection and analysis of the VA telephone interviews and develop the comparison with the CoE qualitative data; participate in the interpretation of the results and in the compilation of a final report; and obtain IRB approval from Boston University. Awards shall be made under the terms of FAR Part 13 - Simplified Acquisition Procedures. The four individuals selected to accomplish this effort have been justified as uniquely qualified for this project. No solicitation exists.
