Description

SOURCES SOUGHT NOTICE: Refuse/Recycle Services, Pope AFB, NC Description: The purpose of this notice is to determine interest and commercial market availability for an upcoming requirement at Pope Air Force Base, North Carolina. The government is contemplating a new Refuse & Recycling service contract that will include but not be limited to: "Providing collection and recycling services at Pope AFB, NC. These requirements shall be performed in accordance with all federal, state, local, and commercial standards and the localized Statement of Work (SOW, dated: 09 Apr 02 * ). The contractor is encouraged and expected to use innovative approaches to efficiently and effectively accomplish SOW requirements in a timely manner, at a reasonable cost, and in a way that fosters pride and ownership in the work performed." At a time & date to be determined, the government will issue a solicitation for a firm-fixed price contract that is 100 percent set-aside for 8(a) small business concerns. Interested parties should indicate interest to the Contracting Officer, in writing to allow for a measurement of overall interest. As a minimum, the following information will be required: (a) a copy of the certificate issued by SBA of your qualifications as a 8(a) small business; (b) a statement of your interest in this contract as a possible prime contractor; (c) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested 8(a) business concerns. Failure to submit all information requested will result in a contractor not being considered as an interested party. The project magnitude is estimated between $1,000,000.00 and $5,000,000.00. The applicable North American Industry Classification System (NAICS) code is 56211 with a small business size standard of $10,500,000.00. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. Past performance is equally as important as price. In addition, the government would like draw your attention to the following question/information: "QUESTION: Pope AFB normally generates 125 lbs. of food waste per day from two facilities. The nearest known commercial compost facility is located approximately 35 miles away from base. What is the suggested collection and transportation method, to include type of container(s), to meet the requirements of the Statement of Work?" * Please Contact the POC's listed below to obtain a copy of the current Statement of Work.
