- Description
- The Federal Aviation Administration's Terminal Business Service (ATB) is in need of the services of organizational development consultants to help facilitate the organizational change efforts taking place in the formulation of a Performance Based Organization (PBO). There will be a need for a lead consultant as well as other consultants to work with the lead consultant. In the effort to fulfill this need, ATB plans to initiate a Blanket Purchase Agreement as a vehicle to order such services. The services will be on a sporadic basis from a minimum of ten (10) man/hours to a maximum of six hundred (600) man/hours per year for each consultant and a maximum of (1000) man/hours for lead consultant. There will be one (1) lead consultant and up to five (5) consultants selected on a best value basis on this BPA. Any consultant on the BPA list may be requested to provide consultant services for the ATB organization. Consultant candidates will be evaluated for qualification and past performance against the following criteria: 1. Experience with team building/change management activities within the Federal Aviation Administration. 2. Experience forming and working with a Performance Based Organization (PBO). 3. Applied knowledge of metrics and of the Balanced Scorecard as a management and measurement tool. 4. Excellent communication skills. 5. In-depth knowledge and experience in strategic planning. 6. Experience integrating culturally diverse organizations into a consolidated service providing organization within a terminal environment. 7. Understanding the strategic objectives and values of the Terminal Business Service (ATB). The lead consultant candidates must meet all of the above criteria. Lead consultant will be evaluated for qualification and past performance against the criteria above as well as those listed below. 1. Experience with organizational development within the Terminal Business Service (ATB). 2. Leadership qualities to lead the management team and others in the design and implementation of a strategic plan. 3. Ability to provide guidance and make recommendations to the management team in the areas of executive development and leadership. Period of Performance: The period of performance will be one (1) year from date of award and two (2) one (1) year options. Candidates shall provide documentation to substantiate the above qualifications. The documentation should include past performance information with references and POCs. The documentation for the consultant's positions shall consist of no more that ten (10) pages, excluding references and cost information. For the lead position, documentation shall consist of no more than twelve (12) pages, excluding references and cost information. The documentation shall consist of the consultant candidate's unique strengths and qualifications.
