Description
The DLA and DCMA are developing a Bridging Manager Program (BMP) to remove "glass ceiling" inhibitors to the advancement of women and minorities into positions of leadership within the DLA workforce. Solicitation DCMA01-02-R-0002 is being issued as a Request for Proposal (RFP). This acquisition will be a firm-fixed price contract for one (1) year plus four (4) one-year options for training annually and must be fully developed and ready for delivery 120 days after contract award. Professors and/or instructors from a fully accredited college or university must conduct the training and must possess expert teaching skills specializing in but not limited to organizational development, strategic planning, mediation/disputes resolution, contract negotiations, quantitative analysis, finance, accounting, business operations, team building, career planning and development, interpersonal relationships, communications and marketing. The contractor will meet with Agency Officials to determine preliminary plans for course development, preparation and delivery, provide weekly progress/status reports to Agency Officials and meet with them as often as required. The course curriculum must be customized for DLA by incorporating the characteristics of the agency's corporate structure and business operations. Participants shall benefit through the practical exercises including but not limited to role-playing and discussion of case studies. The training in an uninterrupted environment must be at least four (4) weeks in length at a residential (on-site) location in a classroom setting for 20-25 participants. The DLA vendor site training coordinator must be consulted regarding location of training and other administrative needs. All responsible proposals will be considered.
