Description
The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE) intends to enter into sole source negotiations with the Bell-Boeing Joint Program Office, Patuxent River, MD for the development and production of Consolidated Automated Support System (CASS) / Reconfigurable Transportable Consolidated Automated Support System (RTCASS) Test Program Sets (TPSs) in support of the V-22 Aircraft Program. This requirement is for the development of eleven (11) V-22 Aircraft Weapon Replaceable Assemblies (WRAs) CASS/RTCASS TPSs and production of thirteen (13) MV-22 aircraft TPSs to support the 13 intermediate level sites. These TPSs will provide intermediate level fault detection, isolation and repair capability for the following WRA assemblies necessary to support the V-22 aircraft: Communications Switching Unit, Master Ice Protection Control, Primary Lighting Control Unit, Forward Cabin Control Station, Intercommunication Set Control, Secondary Lighting Control Unit, Ice Protection Blade Deice Distributor, Ground Refuel/Defuel Panel, Remote Frequency Indicator, O2 N2 Controller Monitor and AVSS. The hardware and software to test the WRA assemblies will be fielded to the USN and Marine Corps sites as a set. The procurement will include an option to buy up to four (4) additional TPSs for the Air Force CV-22 Aircraft to support the same WRA assemblies. The Government intends to procure this equipment under the authority of 10 USC 2304 (c ) (1) as implemented by FAR 6.302-1. This is newly identified support equipment for which Bell-Boeing has developed the necessary data. The Government is not in possession of this data. Bell-Boeing is the only firm possessing the detailed knowledge, engineering expertise, aircraft integration information and technical data for all the components involved.
