NA This synopsis is for informational and planning purposes only. Interested sources must respond no later 1 May 02. All information submitted is at the offeror's own expense. The government reserves the right to consider a future small business set aside solicitation based upon responses received. Any solicitation issued in the future will be independent of this sources sought synopsis. Responses to this sources sought synopsis are not a request to be added to a prospective bidders list or to receive a c opy of any future solicitations. 1. Overall Description. This submittal will only include an interior/exterior wall system with the capability to insert pre-designed and engineered doors, windows and roof system. The system shall be filled with normal weight concrete by foreign country contractors or military personnel on site. Wall system shall use a maximum of 0.15 cubic meters of concrete per square meter of wall area. The standard size footprint for USARSO facilities is 8mx28m consisting of 72 linear meters of perimeter walls and 36 linear meters of interior walls. Wall system shall be either inherently, or somehow treated or coated, to allow safe human contact in prolonged, direct solar irradiation of 850 watts per square meter. 2. Durability. If it is a plastic system, testing data shall be presented to prove that the product will not appreciably degrade due to weathering, yellowing and discoloration. The wall system shall meet ASTM D2244 with a value of plus or minus 2.0 for Col or Retention. The system shall comply with ASTM D4226 for Drop Dart Impact with an 80% Retention. If it is a non-plastic system, engineering data shall be presented to demonstrate an equivalent level of quality to the above standards. Manufacturer shall pr ovide at least a 20-year guarantee for proposed wall system. 3. Code requirements. The wall system shall be able to be engineered to meet Seismic Zone 4 and 120 mph wind load requirements. The wall system shall have been accepted by one of the following: BOCA National Building Code, Southern Building Code, Uniform Building Code, or International Building Code. Structural engineering data must be provided by a licensed Professional Engineer to demonstrate compliance. Wall system components shall have a maximum Flame Spread rating of 25 per ASTM E84, and a maximum S moke Development of 450 per ASTM E84. 4. Construction Time. Total construction time from the starting point of a finished concrete pad to the finished wall system filled with concrete and cured for one day and ready for roof erection cannot exceed 7 (10 hour) workdays. 5. Manpower. The wall system shall be constructed with 12 personnel or less with minimal supervision. 6. Finishing. The wall system shall have no requirements for interior or exterior finishing by on-site personnel. All finishing shall be completed at the factory. 7. Transportability. All of the wall components shipped from Continental USA shall fit in military containers, 8?-0? wide x 8?-0? high x 20?-0? long. 8. Cost. The wall system shall not exceed $20,000 to include any special tools required for erection and all palletizing, packaging and shipping and any other related shipping costs delivered to Beaumont, Texas.
