The acquisition strategy for this requirement is hereby changed from a Competitive IFB, Small Business Set-Aside to a Competitive IFB, Full and Open Competition Unrestricted and Open to Both Large and Small Business participation. The changes for this requirement are per the document by the Director, Defense Procurement, Office of the Under Secretary of Defense Federal Procurement Policy directed the Reinstatement of Unrestricted Competition for all solicitations issued after 13 August 2001 that includ e the specified North American Industry Classifications System code. 2. Bids will be received until 2:00 p.m., local time at place of bid opening, 20 May 2002. 3.
