Professional, administrative, and management support services Contracting Office Address Department of the Air Force, Air Intelligence Command, HQ AIA, HQ AIA/LGCK, 102 Hall Blvd., Ste 123A/B, Bldg 2000, Lackland AFB, TX 78243-7034 Description Solicitation Number: F41621-02-R-0008 Synopsis: the Government has requirements for support to the 453 EWS as it executes a program known as SENSOR BEAM. The required support includes, but is not limited to: Non personal services will provide: (1)Researching classified and unclassified documents for relevant technical information on electromagnetic systems, events and aircraft signatures; (2) analyzing the information and preparing an engineering report on the items of interest ? report format and focus vary widely depending on topic; (3) Developing analysis tools to improve the analysis process and delivery of the final reports. Dynamic taskings and dramatic schedule changes may be involved depending on operational tempo of the organization. Interested offerors must understand and be familiar with (a) parametric databases, (b) research techniques that will allow them to obtain data on all assigned systems, events and signatures, (c) data analysis techniques that will allow them to use extracted data to ensure consistency with electromagnetic systems, (d) technical library maintenance procedures and (e) analytical report preparation. Additionally, interested offerors must e able to provide UNIX support, web software integration, database support, software application development and training support. The majority of the effort will be conducted at the contractor?s site with some effort at the government site. Personnel performing this effort must be eligible for at least a Secret and possibility of a Top Secret/Special Compartmented Information (TS/SCI) security clearance. Period of performance will be a five (5) year period. Median Source Selection procedures are planned for this acquisition. Three types of pricing arrangements are planned; Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), and Time and Materials (T&M). The Government plans to proceed with an Indefinite Delivery/Indefinite Quantity Contract consisting of a minimum and maximum dollar threshold. All responsible sources solicited may submit a bid, proposal, or quotation which shall be considered. The Government will post a DRAFT RFP into the FEDBIZOPS in order to allow all prospective offerors with an opportunity to evaluate the requirements. The DRAFT RFP will consist of the following: SOW, Sample Task, CDRLS, Cost Models for FFP, CPFF, T&M, Past Performance Questionnaire, Sect L, and Sect M. All prospective offerors will given until 17 May 02 to submit questions and comments. Only written (facsimile or email) requests will be accepted.
