Description
This is a notice of intent that the Natural Resources Conservation Service anticipates issuing a sole source, firm fixed price, indefinite quantity contract to Meteor Communication Corporation for radio transceivers, master stations, and associated equipment. The proposed contract action is for supplies for which the Government intends to purchase with only one, or a limited number of sources under the authority of FAR 6.302. The Natural Resources Conservation Service, National Water and Climate Center locate in Portland, OR, currently operates and maintains two near real time hydrometerological data acquisition systems. The first system, Snow TELemetry (SNOWTEL) has operated throughout most of the Western United States since 1977. It includes a central computer complex in Portland, OR, two Master Station in Idaho and Utah, and 650 Remote Stations in 12 states. The second system, Soil Climate Analysis Network (SCAN) operates throughout most of the Eastern and Midwestern United States as well as Puerto Rico. This system began in 1991 and has 60 remote sites. All of the radio transceivers, master station, and associated equipment were manufactured by Meteor Communications Corp. The radio transceivers and master stations used on both systems makes extensive use of propriety software to control the flow of data to ensure that no data is lost. The software also enables the radio transceivers to operate over long distances using small amounts of solar and battery power by utilizing meteor trails. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement. However, all proposals received within forty-five days after publication of this synopsis will be considered by the Government.
