Description
DESCRIPTION: The proposed acquisition is for the operation of the Survivability/Vulnerability Information Analysis Center (SURVIAC). This Information Analysis Center (IAC) is being acquired to support the following objectives: To facilitate use of scientific and technical survivability/vulnerability information in the design, development, testing, evaluation, operations, and maintenance of DoD systems, military systems operated by allied and friendly nations, and the industrial and research base which produces and supports such systems; To maintain and develop methods for the collection, analysis, and dissemination of survivability/vulnerability related STI; To transfer survivability/vulnerability information within the U.S. Government and between the U.S. Government to authorized customers; Promote standardization within the field of survivability/vulnerability technology, systems and infrastructure; Support survivability/vulnerability mission, system, and infrastructure planning and implementation; Support survivability/vulnerability requirements development, concept of development, concept of operations development, education, and training; Support optimization of survivability/vulnerability systems and architectures; Support assessment and testing of technology and system military utility; Define demonstration concepts and design, develop, integrate, field, and operate prototype systems; and act as interface to support survivability/vulnerability activities of common interest across the federal and industrial survivability/vulnerability sectors. The SURVIAC shall identify, collect, review, evaluate, store, and provide for use all available scientific and technical data and information related to survivability/vulnerability technology. In addition, SURVIAC shall perform relevant Technical Area Tasks (TATs) for the purpose of solving specific problems or providing analytical support. A cost-plus-fixed-fee type contract for a three-year basic contract period with one four-year option period and one three-year option period is anticipated. DSCC intends to release a Request for Proposal (RFP) under Solicitation Number SP0700-02-R-1112 for the SURVIAC on or about May 06, 2002 with a closing date approximately 30 days thereafter. This requirement will be satisfied using full and open competition procedures. Offers in response to the solicitation will be evaluated under Source Selection Procedures as outlined in the Federal Acquisition Regulation (FAR). ORAL TECHNICAL PRESENTATIONS will be used to streamline the acquisition process. It is anticipated that CONTRACT AWARD WILL BE MADE WITHOUT DISCUSSIONS. Contract award decisions will be made after an impartial assessment of all evaluation factors.
