Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as Request For Quotation DAHA21-02-T-0094. This requirement is for a 5 day training class for 22 students, to be held at a Government location in St Paul, Mi nnesota. The course objective for this training is as follows: Students are to develop a knowledge of chemical and biological production equipment in terms of recognition and function. Students are to develop the ability to understand how a chemical or bio facility is put together - how the parts work individually and function as a whole. Students are to be able to assess what a small scale production unit is capable of doing: chemical analyses, hardware assessment, other indicators. Students are to be able to assemble small scale production unit to meet production goals. Course is to use a combination of lecture, discussion, hands on training and training exercises. Training Dates will be established upon award but it is the Government?s intent to have this training accomplished before 30 September 2002. NOTE: Quoted Price must include all items associated with this training, to include, but not limited to: Training, Workbooks, Evidence Training Collection supplies, Lab Set Up, Per Diem for instr uctors, airfare for instructors, lodging & car rental for instructors. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06, Part 12. The provision at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. The provision at 52.212-2, Evaluation ? Commercial Items is applicable. Evaluation criteria included in paragraph (a) of this provision are (i) course syllabus offered to meet the Government?s requir ements; (ii) price, (iii) past performance (see FAR 15.304) and (iv) instructor qualification/certification (Note: Award will be based on ?Best Value to the Government?). Offerors are required to include a completed copy of the provision at 52.212-3, Off eror Representations and Certifications ? Commercial Items, with their offer. The clauses at 52.212-4, Contract Terms and Conditions ? Commercial Items and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commer cial Items, and 52.237-2 ? Protection of Government Buildings, Equipment, and Vegetation apply to this acquisition. FAR Clauses contained in 52.212-5 that apply to this acquisition are (i) 52.222-26, Equal Opportunity; (ii) 52.222-35, Affirmative Action f or Disabled Veteran?s and Veterans of the Vietnam Era; (iii) 52.222-36, Affirmative Action for Workers with Disabilities; (iv) 52.222-37, Employment Reports on Disabled Veterans and Veteran?s of the Vietnam Era; (v) 52.232-33, Payment by Electronic Funds T ransfer-Central Contractor Registration; and (vi) 52.239-1, Privacy or Security Safeguards. Contract Terms and Conditions Required to Impleme nt Statutes or Executive Orders Applicable to Defense Acquisitions of Commerical Items apply to this acquisition DFAR Clauses contained in 252.212-7001 that apply to this acquisition are (i) 252.225-7001 ? Buy American Act and Balance of Payments Program and (ii) 252.225-7036 ? Buy American Act?North American Free Trade Agreement Implementation Act?Balance of Payment Program. This procurement is 100% set-aside for small business. The associated Standard Industrial Classification Code is 8299.
