Description
The 38 Engineering Installation Group/PKL, Contracting Division, has a requirement for non-personal services for operations, maintenance and recurring support services of the Base Telecommunications System (BTS) at Luke AFB AZ and off site locations. The proposed contract is for a base period and four option periods totaling approximately 60 months. The system consists of a Nortel MSL 100 Supernode, and is running version BCS-33 software. The MSL 100 is currently equipped for 6,129 lines, (wired for 9216 lines), 187 analog trunks 48 digital trunks interfaces, the main distribution frame, the inside and outside cable plants, ancillary equipment and customer Premise equipment. There are two remote systems: 1) Gila bend (65 miles from Luke AFB AZ) with a Meridian 1, release 19, equipped with 96 digital lines, 288 analog lines and 24 universal trunks. 2) Auxiliary Field (21 Miles from Luke AFB AZ) with a Rockwell Microwave Video Radio System. The requirement includes both commercial and Defense Network System (DSN) trunks, Access to FTS 2001, Hot lines, Data Circuits, Radio Circuits, and Crash Nets. LAN fault isolation and Data transport testing is included in this effort. This contract may also be used to install telecommunications wiring in dormitories, military family housing, visiting airmen?s and officer?s quarters, temporary lodging facilities, etc. Foreign participation is permitted only at the subcontractor level. Copies of the solicitation will be provided to foreign firms only in order that they may pursue subcontracting opportunities. All responsible domestic offerors may submit proposals. Sources responding to this synopsis must indicate when registering electronically, whether they are large or small, disadvantaged or a women-owned business. CBD NOTE 1 applies. For this acquisition, a concern will be considered small under NAICS code 811212 with size standard of $18,000,000.00. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in this solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. "An Acquisition Ombudsman, Colonel Joseph P. Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired. The Ombudsman does not evaluate proposals or participate in source selection. You can contact the Ombudsman at (781) 377-5106." No telephone requests for this RFP can be accepted. The RFP will be paperless and will be released using the Electronic Posting System (EPS) via the www (www.eps.gov). The RFP will contain files in MS Word 7.0 and MS Excel 7.0.
