Description
The Federal Bureau of Prisons intends to award a non-personal service contract to a qualified entity to provide Computer Vocational Training to Federal offenders held in custody of the Department of Justice located at the Federal Correctional Institution (FCI), and the Federal Prison Camp (FPC), located at 37900 N. 45th Ave., Dept. 1680, Phoenix, AZ 85027-7000. The contract will be for a Base Year: Date of Award through 12 months from date of award, Option Year #1: 13 months through 24 months from date of award, Option Year #2: 25 months through 36 months from date of award, Option Year #3: 37 months through 48 months from date of award, Option Year #4: 49 months through 60 months from date of award. The Government has unilateral authority to exercise each of the four option years. All services provide shall be performed in accordance with standards and methods generally accepted within the contractor's field of expertise, including; to develop initiate, teach, counsel, and manage a Computer Vocational Training Program which will allow inmate students to acquire working skills in word processing/desktop publishing (WordPerfect and/or Microsoft Word), database management (Dbase), and spreadsheet management (Lotus 1-2-3). The contractor shall supply all software and licensed programs installed on all computers. The instructor must have a Bachelors degree, with an emphasis in Computer Science (or equivalent), or certification from a two year Computer Technician Program. The contractor is required to have a minimum of one year experience working in a Correctional setting. These services will be provided daily Monday through Friday between the hours of 7:30AM - 10:30AM and 12:30PM - 3:30PM,(excluding federal holidays). The contractor shall provide four terms per year. There will be a two and one half week break after the completion of each eight (8) week class term. The service will be performed inside the secure perimeter of the institution. A security investigation/clearance is required. It is anticipated that this solicitation will result in a Firm-Fixed price type contract. It is anticipated that the solicitation shall be available on the General Services Administration's Federal Business Opportunities via the internet at http://www.fedbizopps.gov, FAR 5.207, on or about April 29, 2002. Hard copies of the solicitation document will not be available except in extreme circumstances and only if issuance in this manner is determined to be in the Government's best interest. All future information about this acquisition, including amendments, will be distributed through this site.
