Description
NA This is a Sources Sought Synopsis. There is no solicitation available at this time. Requests for solicitation will not receive a response. This Sources Sought Synopsis is published for market research purposes only, and in no way obligates the Governmen t in an award of any contract. The Defense Threat Reduction Agency (DTRA) is seeking sources for personnel with critical skills for support of Joint Staff Integrated Vulnerability Assessment (JSIVA) Teams to fill scheduled and unscheduled vacancies. The r equirement is estimated at three man years per year for five years. This synopsis seeks to identify qualified sources for the following specialties: (a) Security Operations Specialist - Key responsibilities include installation, facility and personnel security and safety. Performer is required to have a minimum of a secret clearance and extensive experience as a military policeman or USAF security fo rces. Performer must have prior Antiterrorism and Force Protection experience as well as experience in conducting physical security vulnerability assessments. Performer must be capable of conducting interviews and make observations of installation vulner abilities with strong writing skills. (b) Structural Engineer - Key responsibilities include structural analysis, blast effects, and mitigation options and must possess academic credentials. Performer will be required to have a current Secret clearance, Top Secret desired. (c) Terrorist Options Assessment Specialist - Key responsibilities include preparation of a logical analysis and conclusions regarding potential terrorist targets and target vulnerabilities based on prepared intelligence, knowledge of terrorist capabiliti es and methods, and in view of scenarios and in consideration of ongoing counterintelligence activity. Performer will be required to have a current Top Secret/SCI and NATO Secret clearance and have prior special operations background, either as US Army Sp ecial Forces or USN SEAL. Experience with intelligence collection, processing and counterintelligence is desired. Must be able to develop scenarios for target exploitation at various installations and have strong writing skills. All performers shall be familiar with DoD Antiterrorism/Force Protection guidelines and operations, and be able to travel unrestricted worldwide. The wearing of a sidearm and the maintenance of qualification specified by DTRA may also be required. Perfor mers shall meet all qualifications necessary to execute the responsibilities of the selected JSIVA Team position. Prior to the first assessment, each individual must complete training documentation provided by DTRA prior to traveling with a team. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have seven (7) days from the date of this synopsis to submit in writing, to the identified point of contact, their qualifications, and/or capabilities. Sources having the capability to pr ovide any or all of these personnel are invited to submit white papers (2 pages maximum that should outline their capability to satisfy the requirement). Any information submitted in response to this synopsis is strictly voluntary. The Government will not pay for any information submitted in response to this sources sought.
