Description
Per FAR 6.302-1, NASA/KSC plans to extend the Payload Ground Operations Contract (PGOC) NAS10-11400 to Boeing on a sole source basis. The PGOC is the majority of effort that will be consolidated and recompeted on the follow-on Checkout Assembly and Payload Processing Services (CAPPS) and Expendable Launch Vehicle Integrated Services (ELVIS)contract(s) expected to be awarded in July 2002. The extended period of performance will be for a base period of one-month with four one-month options to allow for an orderly award and tansition. The contract consists of non-personal technical and management services in support of payload processing requirements for International Space Station (ISS), non-ISS Shuttle payloads, and NASA Expendable Launch Vehicle (ELV) payloads, from planning through payload receipt, processing, vehicle integration, launch and post flight (landing) activities. The major elements of the Statement of Work are: ISS, Shuttle and most NASA ELV Payloads Host support (providing institutional and technical services, and ensuring facilities are ready and able to support payload processing); Non-ISS Shuttle payload processing (includes operations, maintenance and integration of payload carriers); ISS element processing (includes integrated testing, logistics module return/resupply and utilization experiment activities); Logistics (for ISS, payload customers, ground systems and facilities); Payload integration with Shuttle vehicle; Payload transport services; Launch and landing support; De-integration activities; Operations and Maintenance (O&M) of ground systems (checkout systems, handling, test equipment and facility systems); ELV Program Office support; Information Technology (IT) support (workstations and payload data management systems); Program support; Personnel training and certification; Safety and Mission Assurance (S&MA); and Manifest support. As such, Boeing is the only source that has the unique knowledge base, internal technical data and experienced personnel to successfully perform this extended contract effort. This is not a formal solicitation. This synopsis is not considered a request for proposals. There is no solicitation document available. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 P.M. Eastern time on May 10, 2002. Such capabilities and qualifications will be evaluated solely for the purpose of determination whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice is soley within the discretion of the Government.
