- Description
- NASA/GRC plans to issue a Request for Quotation (RFQ) for services for the installation of the PMCMS in a closed-bed truck, checkout the installation of the PMCMS, demonstrate the PMCMS, operate the PMCMS during the performance of tests, and presentation at NASA and specified workshops/conferences. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from The University of Missouri-Rolla under the authority of 10 U.S.C.2304(c)(1) Only one responsible source and no other supplies or services will satesfy agency requirements. The PMCMS was developed under an Air Force SBIR contract with DRLI. Two professors at the University of Missouri-Rolla designed and developed the system along with DRLI. They are the only source that knows the details of the design and any features needed to get the system operational. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 4-26-02. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
