Description
The Naval Research Laboratory (NRL-SSC) intends to negotiate a contract on the basis of Other Than Full and Open Competition IAW 10 USC 2304(c)(1). NRL will negotiate with Mnemonics, Incorporated, Potomac, MD, for support for the design, development, implementation, and maintenance of satellite, avionics and communications systems and their associated test systems, hardware and software. The Contractor shall provide managerial and technical support for the continuation of ongoing efforts and the commencement of new efforts directed to the development of hardware and software for satellite, avionics and communications systems and subsystems. The tasks will assist NRL to better define, implement, and monitor the processes used to assure that NRL produces quality software products. The anticipated products are qualified hardware designs, software programs, integration and test support, test plans and procedures, studies, training, and the documentation necessary to support these products. The Contractor shall perform, manage, direct and report on all of the tasks and activities taking place within scope of the Statement of Work. Contractor shall furnish/procure all the necessary resources and supplies to accomplish the management and technical efforts of the SOW. The tasks defined in the SOW are anticipated to require on-site support at NRL and at NRL tracking and calibration facilities, including, the NRL operated satellite, avionics, and communications test bed facilities located at the central NRL location in Washington; a satellite operations and tracking center located in Southern Maryland; and, a calibration facility located in Quantico, Virginia. Additionally, the Contractor will have to support NRL tasks at other geographically dispersed locations, as necessary. Vendors who feel that they can provide the above services shall fully identify their interest and submit their capabilities to meet the above requirements within 15 days after the publication of this synopsis. Responses received after 15 days or without the required information will be considered to be non-responsive to the synopsis and not be considered. No telephone requests will be accepted in response to this notification. Only written information received directly from requestors will be considered.
