Description
The Joint Strike Fighter (JSF) Program Office (PO) is seeking sources with the ability to perform the "Modeling and Simulation (M&S), Verification, Test and Evaluation (VT&E) Effort". The JSFPO expects to award a contract for the initial five-month Demonstration Effort described below. The JSFPO also expects to establish contract provisions for Follow-on Efforts through the first Operational Analysis (scheduled for 3rd Quarter 2006) as described below. The Follow-on provisions will be implemented only if the JSFPO determines the products/services provided during the Demonstration Effort will provide the necessary functionality once developed and implemented on a program-wide scale. Initial JSFPO planning indicates that the Demonstration Effort will require approximately 3 man-years of effort; the Follow-on Efforts are estimated to be approximately 8 man-years per year. Please provide a written description of no more than four pages that demonstrates your company's ability to support the M&S, VT&E Effort from a technical and management perspective. In addition, documentation of recent, relevant past performance on similar efforts should be provided. Lastly, please provide the name, title, phone number, and e-mail address of your technical and contracts points of contact. Demonstration Effort Requirements: 1) Provide a team of adequate size to address the tasks below who can be immediately cleared for access to program information at a Top Secret level. 2) The team must possess extensive experience working on the Western Test Range, be intimately familiar with the procedures for operating on the range, and have a detailed understanding of the test equipment and instrumentation found on the range. 3) Analyze JSF program requirements and requirements verification documentation and assess the validity (ability to be calculated from test or simulation data) and completeness of the JSF program's measures of performance (MOP) and calculable measures of effectiveness (MOE). 4) Begin the analysis of the program's M&S plans with regard to requirements verification to determine the availability and suitability of model data outputs for addressing the program's MOPs and calculable MOEs. 5) Analyze the data inputs and outputs of a sample of selected models and simulations intended to be used for requirements verification to determine the data and data formats required from test instrumentation for the verification and validation (V&V) of these models and simulations. 6) Analyze the data outputs from a sample of selected ground- and flight-test instrumentation intended to be used either for requirements verification or to generate data for model V&V, to determine the availability and suitability of these data outputs for addressing the program's MOPs and calculable MOEs, and for V&V purposes. 7) For a small, selected subset of program MOPs, generate a Web-based (HTML), comprehensive plan for the collection, analysis, and evaluation of ground- and flight-test data and M&S data required to verify these MOPs that: a) Documents, in complete detail, the algorithms and data elements required to compute the selected MOPs. b) Identifies, to the level of data variables and precise data formats, the data elements available from the models, simulations, and ground- and flight-test equipment intended to be used to compute the selected MOPs. c) Defines the specific analysis products to be used to capture and convey the results of verification testing of these MOPs. d) Includes a Web-based application consisting of a set of templates for the test reports and briefings to be generated during the JSF programs' performance verification and model V&V efforts, along with the underlying relational databases containing the data to be reported. 8) For a small number of sample cases, demonstrate the software for translating and merging data from models, simulations, and instrumentation into a compatible format. Follow-on Requirements: 1) Provide a team of adequate size to address the tasks below who can be immediately cleared for access to program information at a Top Secret level. 2) The team must possess extensive experience working on the Western Test Range, be intimately familiar with the procedures for operating on the range and have a detailed understanding of the test equipment and instrumentation found on the range. 3) Analyze JSF program requirements and requirements verification documentation and assess the validity (ability to be calculated from test or simulation data) and completeness of the JSF program's MOPs and calculable MOEs. 4) Analyze the program's M&S plans with regard to requirements verification to determine the availability and suitability of model data outputs for addressing the program's MOPs and calculable MOEs. 5) Analyze the data inputs and outputs of the models and simulations intended to be used for requirements verification to determine the data and data formats required from test instrumentation for the V&V of these models and simulations. 6) Analyze the data outputs from the ground- and flight-test instrumentation intended to be used either for requirements verification or to generate data for model V&V, to determine the availability and suitability of these data outputs for addressing the program's MOPs and calculable MOEs, and for V&V purposes. 7) Generate a Web-based (HTML), comprehensive plan for the collection, analysis, and evaluation of ground- and flight-test data and M&S data for the JSF program's performance verification effort that achieves the following: a) Documents, in complete detail, the algorithms and data elements required to compute the MOPs and calculable MOEs in the program's requirements verification plan. b) Identifies, to the level of data variables and precise data formats, the data elements available from the models, simulations, and ground- and flight-test equipment intended to be used for requirements verification. c) Defines the specific analysis products to be used to capture and convey the results of verification testing and M&S. d) Includes a Web-based application consisting of a set of templates for the test reports and briefings to be generated during the JSF programs' performance verification and model V&V efforts, along with the underlying relational databases containing the data to be reported. 8) Provide a comprehensive software tool that translates and merges the data from the each of the various models, simulations, and instrumentation used in the program's verification effort into a compatible format, and that computes the MOPs and calculable MOEs from this merged data.
