Description
NA Solicitation DAAD13-02-R-0016 was issued on 16 April 2002, with a proposal due date of 17 June 2002. A brief description of the solicitation follows. The solicitation is also available at http://www.sbccom.apgea.army.mil/RDA/ecbc/sol.doc EXECUTIVE SUMMARY SOLICITATION NUMBER DAAD13-02-R-0016 WHAT WE ARE BUYING 1. The U.S. Army Robert Morris Acquisition Center (RMAC) is soliciting competitive offers for Research and Development Services under proposed Indefinite-Delivery-Indefinite-Quantity contracts with multiple awardees. The Government intends to award at le ast one contract to a small business. For this solicitation, a small business is defined as having 500 or fewer employees (NAICS Code 541710, www.sba.gov.size). 2. These contracts are intended to be a five (5) year efforts designed to provide the Edgewood Chemical Biological Center (ECBC) Research and Technology Directorate with research, development, technical management, and administrative support. The propose d effort will require the contractor to use biological and chemical agents while operating at a security level of SECRET. HOW WE INTEND TO EVALUATE 1. Sections L and M of the solicitation define the requirements for submission and criteria for evaluation. 2. This will be a ?Best Value? procurement. Best Value is a process used in competitive negotiated contracting to select the most advantageous offers by evaluating technical factors as a function of cost or price. OTHER INFORMATION 1. The Government intends to hold a pre-proposal conference for this acquisition in the following manner: A. Offerors must register with either the Contract Specialist (Mr. Gerald ?Jerry? Taulbee at Gerald.taulbee@sbccom.apgea.army.mil) or the Contracting Officer (Ms. Pat Moore at patricia.moore@sbccom.apgea.army.mil) within one week of the Request For Proposa ls (RFP) being released. B. After the registration cut off date, the Government will establish a specific date for the conference. C. Part of the conference will consist of a tour of the Research and Technology (R&T) Facilities on the Edgewood Post. D. A limit of three (3) personnel from each offeror will be permitted
