Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as Request For Quotation DAHA21-02-T-0093. This requirement is for a 5 day training class for 22 students, to be held at a Government location in St Paul, Mi nnesota. This 40 Hour Course is to be based on the Federal Bureau of Investigation Weapons of Mass Destruction (WMD) Crime Scene Training Program. The course will provide a full day fully functional WMD crime scene operations exercise. Participants will be divided into two teams and operate under the direction of an instructor, acting as the law enforcement crime scene team leader, to completely process two different WMD crime scenes. The course is to incorporate the following areas of concern: WMD Res ponse, WMD Threat Assessment, U.S. CONPLAN and WMD Statutes, FBI Capabilities, FBI Evidence Recovery Unit Procedures, WMD/HazMat Crime Scene Considerations, Risk Assessment, Chemical & Physical Properties of precursors, WMD Sampling Procedures, WMD Samplin g Practical Activities, WMD Crime Scene Team Operations, Documentation, Half-Day WMD Crime Scene Processing Practical Exercise, Full-Day WMD Crime Scene Operations Practical Exercise, Crime Scene 1 - Bio Lab, Crime Scene 2 - Chem Lab, Moot Court/Critique ? Crime Scene 1 & 2. Training Dates will be established upon award but it is the Government?s intent to have this training accomplished before 30 September 2002. NOTE: Quoted Price must include all items associated with this training, to include, but not limited to: Training, Workbooks, Evidence Training Collection supplies, Lab Set Up, Per Diem for instructors, airfare for instructors, lodging & car rental for instructors. The solicitation document and incorporated provisions and clauses are those in ef fect through Federal Acquisition Circular 2001-06, Part 12. The provision at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. The provision at 52.212-2, Evaluation ? Commercial Items is applicable. Evaluation criteria inc luded in paragraph (a) of this provision are (i) course syllabus offered to meet the Government?s requirements; (ii) price, (iii) past performance (see FAR 15.304) and (iv) instructor qualification/certification (Note: Award will be based on ?Best Value t o the Government?). Offerors are required to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items, with their offer. The clauses at 52.212-4, Contract Terms and Conditions ? Commercial Items and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items, and 52.237-2 ? Protection of Government Buildings, Equipment, and Vegetation apply to this acquisition. Buy American Act and Balance of Payments Program and (ii) 252.225-7036 ? Buy American Act?North American Free Trade Agreement Implementation Act?Balance of Payment Program. This procurement is 100% set-aside for small business. The associated Standard Industrial Classification Code is 8299.
