Description
The 38 Engineering Installation Group/PKL, Contracting Division, has a requirement for non-personal services for operations, maintenance and recurring support services of the Telecommunications System (BTS) at Little Rock AFB, AR. The proposed contract is for a base period and four option periods totaling approximately 60 months. The DCO is a MSL I00 Switching System, equipped with approximately 4,750 lines, approximately 3,756 assigned, and wired for 6,400 lines with SuperNode. The DCO has MSL-12 software. There is also a MSL 100 Remote Switching Terminal, equipment with 706 lines, approximately 495 lines assigned and wired for 1,280 lines. There is a Meridian 1 Option 61C Switching System located in billeting which has approximately 600 lines and 48 trunks with softward release 21, version 1811, issue 35. There is also inside and outside cable plant, ancillary equipment and customer premise equipment. Foreign participation is permitted only at the subcontractor level. Copies of the solicitation will be provided to foreign firms only in order that they may pursue subcontracting opportunities. All responsible domestic offerors may submit proposals. CBD NOTE 1 applies. For this acquisition, a concern will be considered small under NAICS code 811212 with size standard of $18,000,000.00. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in this solicitation for the described supplies or services. "An Acquisition Ombudsman, Colonel Joseph P. Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired. The Ombudsman does not evaluate proposals or participate in source selection. You can contact the Ombudsman at (781) 377-5106." No telephone requests for this RFP can be accepted. The RFP will be paperless and will be released using the Electronic Posting System (EPS) via the www (www.eps.gov). The RFP will contain files in MS Word 7.0 and MS Excel 7.0.
